To promote the development of China's software industry and IT outsourcing business, and to fuse into the global family, approved by Shanghai Mayor Liangyu Chen and Yiren Jiang, the Shanghai Municipal government decide to sponsor the Global IT Outsourcing Summit 2003.

The conference will be organized mainly by Shanghai Foreign Economic Relations & Trade Commission, and Jointly by Shanghai Science & Technology Commission, Shanghai Economic Commission, Shanghai Information Office, Shanghai Municipal Government News Office, Shanghai Foreign Services Company, Shanghai World Exhibition & Convention Co., and the conference initiator, ASTI Shanghai.
The conference leader team includes: the director - Vice Mayor Yiren Jiang ; vice directors - Vice Mayor Junqi Yan, Xiaoming Zhu and Xiong Yang.
The tentative themes are:

Fusing Into Global Family
Seeking New Business Opportunities
Bridging Between Potential Partners
To ensure a successful summit, the organization committee decides to seek some overseas partners and supporters with outsourcing expertise, whom would provide the following functions:
Finding sponsors for sessions and suggesting session themes
Offering speakers on behalf of related region
Attracting companies and organizations to participate in the conference
Advising Organization Committee on all aspects of organizational activity
