Carl K. Chang
    Professor Chang directs the International Center for Software Engineering (ICSE) at the University of Illinois at Chicago. ICSE is targeted to the research and development of methodologies and tools to help enhance software productivity and quality. Chang currently directs the Center for IMPACT (Innovations in Mobile Pervasive Agile Computing Technologies) at Auburn University. In July of 2002, he became chair for the Department of Computer Science at Iowa State University in Ames. He has published extensively in both software engineering and net-centric computing, including 20 journal papers, 53 referred conference papers, and various column articles and editor's messages.
    Prof. Chang co-chaired the joint task force on Computing Curricula 2001 (CC2001) for education renovation in a global setting, an effort of the IEEE-CS and the ACM. CC2001 will have a major impact on undergraduate computing education worldwide. He also serves on the Software Engineering Body Of Knowledge (SWEBOK) task force. SWEBOK is a major IEEE-CS initiative to guide the world to "Do Software Right".

    Prof. Chang has been an active volunteer leader in the IEEE Computer Society for over a decade. He was elected the 2001 first vice president and decided yo oversee the Educational Activities Board. He was the 1999 vice president for Press Activities in charge of the CS press publications. Carl Chang served previously as secretary of the Board of Governors (1998). He has been a member of the Planning, Audit, and Awards Committees and has contributed actively on the Educational Activities, the Publications, and the Conferences and Tutorials boards. He was editor in chief of IEEE Software (1991-1994) and, in that capacity, established an Industry Advisory Board. He organized the 1997 President's Roundtable, commissioned to answer practitioners' needs.

    Chang has been very active in professional services since 1979. He has cofounded and chaired several IEEE and non-IEEE international conferences. He has been serving on the program committee of International Computer Software and Applications Conference (COMPSAC) since 1982. For the 1996 COMPSAC to be held in Seoul, Korea, he will serve as the Program Co-chair. He helped establish the IEEE International Conference on Computer Languages (ICCL) began in 1986. He served as a program area chair for 1988 ICCL. He acted as one of the track directors on Systems Software and Languages for the 1987 National Computer Conference (NCC), then the largest computer conference held in North America. He served as one of the stream chairs for 1992 International Conference on Computer and Information (ICCI) and the Program Chair for ICCI 1993. He participated in the steering committee to establish the first (1994) International Conference on Requirements Engineering (ICRE), and served as the 1996 ICRE General Chair.

    He has contributed extensively as referees for numerous technical journals including IEEE Transactions on Computers, IEEE Transactions on Software Engineering, IEEE Computer, and IEEE Software, as well as many reputable conferences such as COMPSAC, ICCL, NCC, International Conference on Parallel Processing (ICPP), and International Conference on Data Engineering. He served two terms as the Editor-in-Chief of IEEE Software from 1991-94, and currently an eidtor of IEEE Computer Society Press.

    His sustained contributions have been recognized with the Society's Outstanding Contribution Award, Meritorious Service Award, Golden Core recognition, and the IEEE Third Millennium Medal. Chang is an IEEE Fellow. Beginning in 2000, he began to serve on the Distinguished Visitors Program for a 3-year term.

    Chang received a PhD in computer science from Northwestern University. After starting his career in industry at GTE Automatic Electric and Bell Laboratories, Chang joined the University of Illinois at Chicago in 1984. In the past 15 yeas, he has attracted $1,997,048 external funding to support his research, in addition to equipment donation from AT&T, etc. To date, eight visiting scholars from foreign countries have been hosted for joint research in Chang's Labs. In addition, he gives lectures to many institutions and companies, both foreign and domestic, to present his research results. He considers himself an experimentalist who not only conducts research but also builds proof-of-concept prototypes.
