Hello Zhang, I am pleased to get your question. Remind me where you heard me lecture and give me your address/telephone for my archives/ also your URL.
ANSWER:
It is my belief that you should FIRST check for conformance to standards. Then you have the necessary structures in the specification which will permit you to check for correctness, in a second review.
Of course some checks for correctness can be done on the first pass (checking standards) if you include correctness rules in that checking.
We need to define what we mean by ¡®correctness¡¯. It should include consistency with any source documents (those which the spec writer is logically dependent on using as inputs to their spec writing process)
I am not sure if you have read my website material on inspection www.gilb.com
See especially the Inspection slides (over 400 I think) and the SQC chapter of my Competitive Engineering book manuscript on website.
I am enclosing 2 attachments from my work on last Friday for a bank. I hope they are interesting. I am happy to answer in more depth based on your studies and thoughts.
Tom
